A Me’ikar hadin, it seems that one may use mouthwash without a hechsher. Several considerations support this: mouthwash is not considered edible, it is not intended to be swallowed, and any potentially problematic ingredients are likely botul.
However, it is considered a worthwhile chumra to use a mouthwash that has a hechsher, or at least one that does not contain glycerin. Glycerin can be derived from non-kosher sources, and some authorities have suggested that it may pose a concern even in the context of mouthwash.
For Pesach, however, many are more careful and use only mouthwash certified kosher for Pesach.
